When Totto-chan is forced to leave her elementary school for being too distracting for the prudish and pious teacher, her mother nervously attempts to enroll her in a school founded by a loving and progressive gentleman. Thus begins a young girl’s journey of discovery about herself and the world around her, even as Japan’s involvement in World War II deepens. The animation sticks closely to the illustrations in the original book, detailing how Totto-chan grows from a confused 7-year-old who can’t fit into a strict society, to a 10-year-old with friends, ambition, and an understanding of the world and its many joys, frustrations, and tragedies. Beautiful to look at, the film transcends its own realities with wonderfully imaginative sequences in which Totto-chan looks at the world around her, finding beauty in a stationary train compartment or a rainy evening. The music also works brilliantly to create a world of wonder and innocence, which is crumbling under a totalitarian and dictatorial regime. Thankfully, the film doesn’t make Japan seem innocent in the war. Through Totto-chan’s eyes and ears, we see Japan’s eagerness to embrace conflict, the effects it has on the public, and the devastating consequences. Early scenes of children reciting propaganda songs at school give way to whispered conversations about the muzzles of American and British dogs. Later, Totto-chan’s beautiful bento boxes are reduced to rice and a pickled plum, wounded and disabled bodies in uniform pass Totto-chan with passing frequency, and her ever-present and intelligent father conspicuously disappears in the final act. The effects of starvation and malnutrition are visible in her classmates who become irritable, appear to suffer from stunted growth, and fail to show up for school. It’s all truly horrifying to witness, told clearly through the eyes of an optimistic and loving child and juxtaposed with the beautiful journey of a young girl coming to terms with herself. “Totto-chan: The Little Girl at the Window” is a lovingly crafted animation that allows us to peek into a brief period of abrupt change in a country that was recently engaged in modern world politics, and the innocent generation that had to rebuild the country after the fires were over. 9/10.
